In terms of multidimensional poverty, which includes factors like health, education, and living standards, the United Nations Development Programme (UNDP) reported that 15,000 Guyanese are classified as multidimensionally poor, while an additional
52,000 people are considered vulnerable to falling into multidimensional poverty.
What we will do

We will reform and strengthen the social protection system to ensure it is fairer, more accessible, and better targeted to support those who need it most, especially single-parent families, persons living with disabilities, the elderly, and the unemployed. By increasing investments in social benefits and creating a streamlined, people-first system, WIN will ensure dignity, security, and opportunity for all. Our approach is rooted in justice, empowerment, and care, because we believe social protection should be a safety net that lifts people up, not leaves them behind.

Guyana continues to struggle with multiple public safety challenges, from the rising domestic violence and sexual abuse to reckless driving and youth involvement in crime.
The World Health Organisation also reported that 1 in 3 women in Guyana has experienced some form of abuse; this is higher than the global average.
WIN is committed to safer roads.
At WIN, we believe our elders and vulnerable citizens deserve more than just recognition, they deserve dignity, support, and opportunity. That is why we are committed to hosting a WIN Senior Citizens Wellness Day to celebrate and uplift our older generation.
We will increase Old Age Pension from $41,000 to $100,000 and public assistance from $22,000 to $50,000, because NO ONE should have to choose between food and medication.
We will also launch the ‘WIN for Disabilities’ Inclusive Forum, creating space for voices often ignored, ensuring every citizen is seen, heard, and valued.

Protecting Citizens, Preserving Order
Robberies and petty crime often stem from desperation or lack of opportunity. To this end, we will ensure there is a holistic approach where we address the Guyana Police Force holding centres, the judicial system, the Guyana Prison Service, and rehabilitation.
We will have a comprehensive strategy to revamp, reform, and enhance the GPF. While we continue to punish criminals, basic human dignity should not be denied. To this end, the days of holding people in a cell not fit for a dog are over. We will significantly improve holding cells.
We will develop and modernise the police force so that officers are comfortable in their work space and happy to go to work.
We will revamp the prison service and ensure that there is sufficient space to house prisoners.
The days of years-long remand without sentencing are over. WIN will ensure that more judges and magistrates are appointed so that cases are tried faster.
From the time of imprisonment, prisoners will be enrolled in the 'Prisoners Rehabilitation Community Integration Programme'.
We will modernise and professionalise Community Policing Groups.
MODERNIZED AND PROFESSIONAL PUBLIC SERVICE
The public service in Guyana suffers from a lack of legal clarity and operational independence. The current model used to recruit, train and promote public servants is inconsistent and outdated. Guyana and Guyanese deserve all of our public servants to be skilled, ethical, and future-ready to implement complex development plans.
WIN will establish a professional, merit-based, citizen-oriented public service that operates with transparency, efficiency, inclusiveness, and responsiveness.
TAX REFORM AND INCENTIVE MEASURES (TRIM)
Tax Reform and Incentive Measures (TRIM) aims to ensure our tax policies align with the country's broader economic vision, creating a favourable environment for investment and better living conditions for all Guyanese.
VAT & Excise Reforms
Expand the list of zero-rated items.
Reduction of VAT from 14% to 10%.
Social Safety Nets
Introduce a guaranteed negative income tax top-up for poorer households.
Reduce PAYE from 25% to 20%.
Transparency & Administration.
Fully digitise tax registrations, filings, and revenue receipts.
Expand audit capacity, introduce e-invoicing, and publicise the disclosure of oil transactions and budgets.
Consult stakeholders on the current structure of the Natural Resource Fund Amendment Act 2021 for improved governance and transparency that mandates larger rule-based annual transfers to infrastructure, human capital, and low-carbon investment.
TRIM on Vehicle Taxes
Used vehicles (0-1499 CC): the flat rate duty will be reduced from $800,000 to $700,000.
New vehicles (0-1499 CC): the customs duty will be reduced from 35% to 20% + VAT.All other classes of vehicles, including 4-door pickups, will see sweeping reductions of up to 60%.
ATVs: duty and VAT free.
TRIM on Outboard Engines
Outboard engines of 75 HP or less: VAT free.
